Florida has no state minimum teacher salary schedule. Each countywide school district sets pay through collective bargaining, and s.1012.22 F.S. requires performance salary schedules. The state instead funds raises through the Classroom Teacher and Other Instructional Personnel Salary Increase Allocation (TSIA) in the FEFP (s.1011.62). For 2026-27, TSIA totals $1,557,912,987: $1,356,524,235 maintains prior increases and $201,388,752 funds new increases. Under HB 5001-E (2026 Special Session E), the new funds go first to full-time classroom and certified pre-K teachers with 10+ years of Florida public school experience, up to $3,000 each, with any remainder going to other instructional raises (FLDOE memo dated July 1, 2026). The 2025-26 TSIA was $1,356,579,107 (https://cdn.fldoe.org/file/5638/2526-SIAM.pdf). NEA average salary is FY 2024-25 (Rankings & Estimates, August 2026, revised for updated FLDOE data); starting average is from NEA's 2024-25 Teacher Salary Benchmark. District enrollment is from FLDOE Survey 2, 2025-26 (state total 2,792,954).
